- This is pursuant to the Implementing Rules and Regulations of RA 9775, specifically Rule V, Section 12.
Development of Standards for Filtering Technology
- There is a recognized need to establish specific standards to evaluate and assess the effectiveness of blocking/filtering technologies against child pornography websites.
Detailed Technical and Functional Specifications for Filtering Software
- ISP-level web filtering must cover various content categories: text, images, and videos, with explicit recognition of child pornography.
- The filtering solution must have membership or affiliation with recognized sources of blocked URLs, such as the Internet Watch Foundation (IWF).
- Field-tested accuracy must be at least 95% for filtering text, images, and videos.
- The software must provide an Application Programming Interface (API) to integrate with other systems like Customer Relationship Management (CRM) or SysLog.
- Must support throughput of at least 800 Mbps to ensure network efficiency.
- Should offer a High Availability Configuration option to maintain continuous service.
- Real-time updates via cloud for signatures and categorization of URLs are required.
- Customizable rules for blacklisting and whitelisting URLs must be supported.
- The system should possess high storage capacity to preserve filtered traffic for review or audit.
Implementation and Compliance
- All ISPs are directed to comply immediately with these functional specifications.
- Any existing directives conflicting with these guidelines are repealed or amended accordingly.
Effectivity and Publication
- The Circular becomes effective 15 days after publication in a newspaper of general circulation.
- Additionally, three certified true copies must be furnished to the University of the Philippines Law Center.

- The Circular was adopted and signed by the NTC Commissioner and Deputy Commissioners on July 14, 2015, in Quezon City, Philippines.
