The main purpose is to establish guidelines and standards for Internet Service Providers (ISPs) to install technology, programs, or software that block or filter access to websites containing child pornography materials in accordance with Republic Act 9775 (Anti-Child Pornography Act of 2009).
ISPs are required to install the blocking or filtering technology within one hundred twenty (120) days from the submission of their list of carrier-grade technology, program, or software solutions to the Inter-Agency Council Against Child Pornography (IACACP).
Key functional criteria include: (a) ISP-level web filtering on various categories including explicit child pornography content; (b) Membership or affiliation with recognized sources of blocked child porn URLs (e.g., IWF); (c) Field-tested accuracy of at least 95% on filtering text, images, and videos.
The API allows integration of the blocking/filtering software with other systems such as Customer Relationship Management (CRM) systems and SysLog for efficient management and monitoring.
The technology must have at least 800 Mbps throughput capacity.
This means the technology must support configurations that ensure continuous operation and minimal downtime, enhancing reliability in filtering child pornography content.
The system must have real-time updates on signatures and categories of URLs via the cloud to effectively block newly identified child pornography sites.
The technology must allow for custom rules for blacklisting and whitelisting websites, giving ISPs flexibility in managing filtered content.
Any circular, order, memoranda, or parts thereof that are inconsistent with this Circular are deemed repealed or amended accordingly.
The Circular took effect fifteen (15) days after its publication in a newspaper of general circulation and upon furnishing three (3) certified true copies to the University of the Philippines Law Center.
