MVUC collection at initial registration
- For all plates, the LTO must collect a uniform MVUC equivalent to the minimum amount due upon initial registration, in accordance with the MVUC schedule.
- The rule applies to all plates without exception for purposes of initial MVUC collection.
Additional MVUC at renewal, with condition
- Any additional MVUC due must be collected upon renewal.
- Collection of additional MVUC is allowed without penalty if the date of renewal does not exceed one year.
- The “no penalty” condition is based on whether the renewal date exceeds or does not exceed one year.
Temporary-to-actual plate system update workaround
- Pending system adjustment to accept the new plate format, the LTO must follow the prescribed workaround procedures for processing related registration transactions.
- After the release of plates assigned to the registered motor vehicle, the transacting D.O. must file a Request for System Update (RSU).
- The RSU must update the Temporary Plate ending corresponding to the plate ending of the issued plate.
- This workaround applies only to motor vehicles where the temporary plate ending and the actual plate issued ending are different.
RSU for next registration date alignment
- Using the same RSU, another action must be requested to set the next registration date to the last day of the month preceding the actual registration month.
- The next registration date must be computed by reference to the last day of the preceding month relative to the month of actual registration.
Example of RSU setting and attachment format
- For registration due in April 2014, the RSU must set the next registration date to March 31, 2014 (i.e., the last day of the preceding month).
- This RSU format can include more than one record.
- The attachment format for the RSU must include three (3) columns:
- Column 1: the System Assigned Temporary Plate No.
- Column 2: the Ending of the Actual Plate Issued
- Column 3: the Next Registration Date
- An example RSU row must follow the format:
- System Assigned Temporary Plate Number: 0101-01
- Temporary Plate with last two digit of Actual Plate Issued: 0101-24
- Next Registration Date: 31 March 2014
- The example includes actual plate issued at Region I with plate ending AAK-1024.

- The memorandum requires strict compliance with the workaround procedures.
- The addendum is signed by ATTTY. ALFONSO V. TAN, JR., Assistant Secretary, as indicated by the signature SGD.
