  • The Board may include additional members from agencies such as Philippine National Oil Company and National Power Corporation as needed.

Primary Responsibilities of Member Departments

  • Executive Secretary: Provides leadership in policy formulation and system oversight.
  • Department of Trade and Industry: Classifies industrial/commercial sectors for priority, monitors price effects, ensures adequate supply and reasonable pricing of commodities.
  • Department of Agriculture: Represents agricultural sector, ensuring adequate energy supply for small rural end-users engaged in food production.
  • Department of National Defense: Enforces relevant laws on prohibited acts, supports security and enforcement for Board operations.
  • Department of Local Government: Implements allocation and distribution down to barangay level, monitors system execution, conducts end-user surveys.
  • Department of Transportation and Communications: Represents transport sector, particularly public mass transport needs for petroleum supply.
  • Office of Energy Affairs: Serves as Secretariat and represents energy sector in policy planning and implementation.
  • Responsibilities extend to regional, provincial, city, municipal, and barangay levels.

Regional Inter-Agency Committee

  • Composed of RDC Chairman as Chairperson and regional representatives of member departments, PC-INP, and private sector.
  • Oversees, coordinates, monitors regional energy allocation and distribution.
  • Submits periodic reports to the Board.
  • RDC Chairman acts as Regional Executive Officer, with authority to call on regional offices for support.

Provincial Inter-Agency Committee

  • Chaired by Provincial Governor with representatives from key departments, PC-INP, and private sector.
  • Oversees provincial implementation and monitoring, assesses problems, and effects remedial measures.
  • Department of Local Government representative serves as Executive Officer.
  • Can call on provincial offices like Fisheries and Land Transportation for assistance.

City Inter-Agency Committee

  • Chaired by City Mayor and includes representatives from relevant departments, PC-INP Station Commander, Barangay Federation Chair, and private sector.
  • Implements and monitors city-level energy allocation and distribution.
  • DLG representative serves as Executive Officer, coordinating with city officials and handling end-user complaints.
  • PC-INP Commander enforces laws and Board regulations within the city.

Municipal Inter-Agency Committee

  • Chaired by Municipal Mayor with representatives from DLG, PC-INP, Barangay Federation, and private sector.
  • Responsible for municipal implementation, monitoring, problem assessment, and remedial action.
  • DLG representative is Executive Officer coordinating implementation and addressing complaints.
  • Municipal PC-INP Commander enforces laws and Board regulations within the municipality.

Barangay-Level Responsibilities

  • Barangay Councils under Barangay Captains register energy and petroleum product end-users.
  • Oversee equitable distribution within the barangay.
  • Report violations, regulatory oversights, and shortcomings to appropriate authorities.

Metropolitan Manila Inter-Agency Committee

  • Constituted by the Metropolitan Manila Authority with representatives from Board members.
  • Headed by the Authority’s Chairman.
  • Responsible for allocation and distribution implementation and coordination within Metro Manila.

Funding and Support

  • The Office of the President is authorized to provide funds necessary for implementing the Executive Order.
  • Board may call on other government agencies for assistance to fulfill its objectives.

Repeal Clause and Effectivity

  • All inconsistent orders, rules, or regulations are repealed or modified accordingly.
  • The Executive Order takes effect immediately upon signing.
