Definition of Terms

  • College Athletic Programs: Include college/university athletic programs, league competitions, amateur sports, and training for international competitions organized or participated in by students.
  • Higher Education Institution (HEI): Colleges or universities offering degree programs.
  • National Sports Associations (NSAs): National sports bodies accredited by the Philippine Olympic Committee.
  • Program Support Expenditures: Includes operating, scholarship, and other expenditures incurred by HEIs for athletic teams and programs.

Disclosure Requirements for HEIs

  • HEIs with intercollegiate athletic programs recognized by CHED must annually report to CHED Chairperson.
  • Report data includes:
    • Number and gender of participants.
    • Male to female participation ratio.
    • Total operating and scholarship expenses.
    • Male to female scholarship expense ratio.
    • Number of contests participated in.
    • Gender and employment status of head coach.
    • Number, gender, and employment type of assistant coaches.
    • Number and gender of graduate and volunteer assistant coaches.
    • Participant to coach ratio.
    • Level of NSA participation and number of registered athletes.
  • HEIs must publicly disclose this information through websites, school papers, campus bulletin boards, or other public information outlets.

CHED's Publication Responsibilities

  • CHED compiles and publishes the annual reports on its website or in a newspaper of general circulation.
  • Reports include data from HEIs and recognized intercollegiate athletic conferences.

Report Submission to Congress

  • CHED submits annual reports containing the required data under Section 4 to Congress.

Sanctions for Non-Compliance

  • Following RA No. 7722, CHED may impose disciplinary sanctions on HEI officials or employees who violate reporting requirements.

Implementing Rules and Regulations

  • CHED, in coordination with relevant educational associations and the Philippine Olympic Committee, must issue implementing rules within 60 days from the law's effectivity.

Separability Clause

  • Invalidity or unconstitutionality of any provision does not affect the rest of the law.

Repealing Clause

  • All laws, orders, or regulations inconsistent with this Act are amended, repealed, or modified.

Effectivity

  • The Act shall take effect 15 days after its publication in the Official Gazette or a newspaper of general circulation.
