The short title of Republic Act No. 11180 is the "Athletic Programs Report Act".

The policy of the State is to promote physical education and encourage athletic programs, league competitions, and amateur sports, including training for international competitions, to foster self-discipline, teamwork, and excellence towards the development of a healthy and alert citizenry.

RA 11180 mandates that both male and female athletes shall be given equal opportunities to receive proper training and participate in sports activities and competitions.

It refers to college or university athletic programs, league competitions, amateur sports, and other sports activities, including training for international competitions, organized by the higher education institution or participated in by a team of students representing a college or university.

HEIs refer to educational institutions engaged in educating individuals at the college level and offering courses or programs leading to the grant of a degree.

Program Support Expenditures are operating, scholarship, and other expenses incurred by the HEI in organizing an athletic team and participating in an athletic program.

HEIs must report the total number of participants and their gender, the male-to-female participant ratio, total operating expenses, scholarship expenditures vis-a-vis the number of participants, the ratio of male to female scholarship expenses, total contests participated in, coaching staff details with gender and employment status, participant-to-coach ratio, and the level of participation of National Sports Associations.

HEIs are required to publish the information through public outlets such as their websites, local school papers, bulletin boards on campus, or other schemes to disseminate information.

CHED shall compile and publish annually the reports on its website or in a newspaper of general circulation, including information from athletic conferences recognized by intercollegiate athletic associations.

CHED shall impose disciplinary sanctions on officials or employees of HEIs found violating the requirement to report athletic program participation and expenditures.

Within sixty (60) days upon the effectivity of the Act, CHED in coordination with the Philippine Association of State Universities and Colleges, Coordinating Council of Private Educational Associations, the Association of Local Colleges and Universities, and the Philippine Olympic Committee shall issue the IRR.

This Act took effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.
