RA 11197 is known as the “Zamboanga Sibugay Polytechnic Institute (ZSPI) Act.” It converts the Kabasalan Institute of Technology in Kabasalan, Zamboanga Sibugay into the Zamboanga Sibugay Polytechnic Institute (ZSPI) under TESDA and appropriates funds.
The Kabasalan Institute of Technology in the Municipality of Kabasalan, Province of Zamboanga Sibugay is converted into the Zamboanga Sibugay Polytechnic Institute (ZSPI).
The Technical Education and Skills Development Authority (TESDA) supervises and administers the ZSPI.
The Institute must restructure its technical-vocational education curricular programs to be responsive to industry and labor market demands, aligned with the Philippine Qualifications Framework (PQF) and Senior High School Program under DepED, and consistent with ASEAN and other international TVET recognition arrangements.
It aims to meet Level V of the PQF, which is the Diploma Level in technical-vocational education.
The Institute shall offer one (1)-year to three (3)-year TESDA-registered technical-vocational curricular skills training programs and certificate courses, including short-term courses and modular trainings.
Yes. The Act states the Institute shall primarily provide tertiary undergraduate technical-vocational education, while also ensuring provision of various skills trainings and trade specialization courses for employable skills and practical livelihood.
It must play a lead role in helping those groups in Kabasalan and adjacent municipalities become productive and self-reliant and join a globally competitive skilled labor force to hasten social and economic development.
It must consider socioeconomic profile, employment conditions and opportunities, business climate, market and industry potentials, available resources and support structures (including literacy level and skills readiness), and the overall development needs of the host area and communities.
The Institute shall serve as a TESDA-accredited Assessment Center for acquired competencies in technical-vocational skills in the entire Province of Zamboanga Sibugay.
It becomes operationally effective only upon TESDA’s determination and declaration—through a formal recommendation and Certificate of Compliance—that the Institute has satisfactorily complied with minimum requirements and quality standards.
Compliance includes: (a) SPGs for establishment/conversion/operation of TESDA polytechnic institutes; (b) operational sustainability (licensed faculty/trainors, equipment, training/lab facilities, instructional materials, and TESDA-accredited center standards); (c) sustainable funding source and allocation; (d) alignment of training programs with minimum competency-based quality standards and host area needs in the PQF/ASEAN context; and (e) other applicable TESDA conditionalities.
The Institute is headed by a School Superintendent, under TESDA supervision, appointed by the TESDA Director General in accordance with civil service rules and qualification requirements.
All assets (fixed and movable), personnel, records, and documents, as well as liabilities or obligations, are transferred to the Institute. However, positions, rights, and security of tenure of faculty and personnel employed prior to conversion shall not be impaired.
All parcels of land belonging to government occupied by the former institute are declared property of ZSPI and shall be titled under its name. If the Institute ceases to exist or the parcels are no longer needed, the land reverts to the concerned LGU or to the Municipality of Kabasalan.
Initially, the amount needed to implement the Act is charged against the current year’s appropriations of the Kabasalan Institute of Technology. Thereafter, necessary amounts for ZSPI operations shall be included in the annual General Appropriations Act.
Within 90 days after approval, TESDA must prepare and issue the necessary IRR, coordinated with DOLE, DTI, DBM, DILG, concerned LGUs, and other relevant agencies and industry-business partners.
