The West Visayas State University-Extension in Himamaylan City is officially converted into a regular campus, now known as the West Visayas State University-Himamaylan City Campus, with a mandate to offer diverse degree programs and support regional socioeconomic development.

RA 11308 converts the West Visayas State University (WVSU)-Extension in the City of Himamaylan, Negros Occidental into a regular campus of WVSU, known as the West Visayas State University-Himamaylan City Campus (WVSU-HCC), and appropriates funds for its implementation.

The Campus Administrator is appointed by the WVSU President and confirmed by the BOR. The term is two (2) years, eligible for reappointment for another term.

The appointee must not be over sixty-two (62) years old at the time of appointment to qualify for reappointment or term extension, and must not have reached sixty-five (65) years old.

He must have at least an academic rank of associate professor and at least three (3) years of experience as Department Chair, Director, or Vice President of a College/Unit.

In case of vacancy due to death, compulsory retirement, resignation, removal for cause, or incapacity, the WVSU President may designate a new Campus Administrator.

His powers and duties are similar to those of Campus Administrators in other WVSU campuses, and he represents WVSU-HCC in the Administrative Council and Academic Council of the university.

All assets (real/personal), personnel, and records of the WVSU-Extension in Himamaylan City, including liabilities/obligations, are transferred to WVSU-HCC. Positions, rights, and security of tenure of faculty and personnel employed prior to conversion must be respected.

Parcels of land belonging to the government and occupied by the extension are transferred to WVSU-HCC and shall be titled under its name. If the campus/university ceases to exist or is abolished, or the land is no longer needed by the University, the land reverts to the local government units concerned.

Initial implementation is charged to the current-year funding of the WVSU-Extension provided by the City of Himamaylan. The city must continue providing the same funding to the extension corresponding to prior funding until full funding requirements of WVSU-HCC are included in the annual General Appropriations Act.

Within 120 days, it must submit a 5-year development plan with a corresponding program budget to CHED, undergo a management audit in cooperation with CHED, set up organizational/administrative/academic structure including appointment/designation of WVSU-HCC officials, and initiate establishment of at least two separate degree-granting units (one for arts and sciences and another at graduate level).
