The main purpose of Republic Act No. 11473 is to upgrade the Talisay District Hospital in Talisay City, Cebu, into a medical center known as the Cebu South Medical Center and to appropriate funds for this upgrade.

The Cebu South Medical Center shall be under the supervision and control of the Department of Health (DOH).

The Act mandates an upgrade and increase in the service capability, professional health care services, and medical staff complement of the Cebu South Medical Center to align with the requirements of a medical center.

The chief must develop a hospital development plan that reflects the development goals of the hospital, including the increase in bed capacity and service capability, and submit it to the Department of Health (DOH).

The hospital development plan should include staffing requirements, capital outlay investments, and the budgetary needs for operations.

The Secretary of Health is responsible for immediately including the implementation of this Act in the Department of Health's programs.

The funding will be included in the General Appropriations Act as part of the Department of Health's budget programs.

If any provision or part of the Act is declared unconstitutional, the remaining parts or provisions not affected shall remain in full force and effect.

All laws, executive orders, issuances, rules, and regulations inconsistent with this Act are repealed or modified accordingly.

The Secretary of Health must promulgate the necessary rules and regulations within ninety (90) days from the approval of this Act, in consultation with the Secretary of Budget and Management.

The Act took effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.

Republic Act No. 7799, which established the Talisay District Hospital, was amended accordingly by Republic Act No. 11473.
