DOH must implement the increase in bed capacity within five years, ensure facilities/services and medical personnel are upgraded commensurate with the capacity increase, and include the implementation in its program with funding in the annual GAA.
It legally sets the hospital’s service level, which implies compliance with Level II standards for facilities, services, and staffing consistent with the increased bed capacity.
It provides that the funding shall be included in the annual General Appropriations Act as part of the DOH program.

Because the law conditions upgrade/compliance not only on physical facilities and services but also on staffing, meaning implementation must include corresponding personnel increases.
