It adopts and approves the Metro Manila Council’s Uniform Ticketing System (UTS) harmonized fines and penalties, thereby revising/modifying the existing Traffic Code of the City of Muntinlupa (Ordinance No. 04-022 as amended).
MMDA Resolution No. 12-02 (adopting a Uniform Ticketing System and interconnectivity) and MMDA Resolution No. 12-20 (approving/adopting the harmonized UTS fines and penalties and endorsing to local councils for adoption).
The TWG, composed of traffic heads of Metro Manila cities/municipality and MMDA, was tasked to study and recommend a Uniform Ticketing System with harmonized fines and penalties for Metro Manila.
For each listed traffic violation, the ordinance sets a specific harmonized monetary amount as a single penalty (with some entries also requiring impoundment, seminar, suspension/revocation recommendations, or other additional consequences).
It provides a penalty of PHP 2,500.00 for driving under the influence of liquor or drugs (as reflected under the enumerated violations).
It sets PHP 1,000.00 and states 'and impoundment.'
Reckless driving is listed with PHP 2,000.00 plus seminar.
It implements the Uniform Ordinance Violation Receipt (UOVR) as the uniform ticket, incorporating MMDA/LGU logos, serial numbers, and common security features to prevent fake tickets.
It includes: (1) MMDA, LTO and 17 LGU logos; (2) MMDA and LGU specific serial numbers; and (3) common security features to prevent proliferation of fake tickets.
Payment is still made directly to the Local Government Unit (LGU) for apprehensions within its jurisdiction, and to MMDA for apprehensions within MMDA’s jurisdiction.
MMDA, PNP, the Muntinlupa Traffic Management Bureau (MTMB), Tricycle Regulatory Unit (TRU), other private sectors authorized/deputized by MMDA, and other agencies/departments deputized by the City Mayor in black and white.
Section 4 states that existing arrangements on areas of jurisdiction remain effective.
It provides that if any part is held unconstitutional or invalid, the remaining parts not affected continue in full force and effect.
All previous ordinances inconsistent with the ordinance are deemed repealed or modified accordingly.
It takes effect fifteen (15) days after completion of its publication in a newspaper of general circulation.
The ordinance recognizes that the existing ticketing system and uncoordinated implementation cause confusion, loss of money and productive hours, and may create chaos to the detriment of the public.
