The Executive Order cites law and jurisprudence as the legal basis for the President's broad powers to reorganize offices under her supervision and control.

The Executive Order took effect immediately upon its issuance on September 27, 2004.

All previous issuances that conflict with Executive Order No. 364 are repealed or modified accordingly.
