Title
Transfer of 200 Hectares to WMSU
Law
Executive Order No. 304
Decision Date
Oct 21, 2000
Executive Order No. 304 transfers 200 hectares of land from the San Ramon Prison and Penal Farm to the Western Mindanao State University to address the inadequate land area of the College of Agriculture and provide space for other colleges and a housing project for university employees.

Questions (EXECUTIVE ORDER NO. 304)

The 200 hectares were transferred from the administration of the San Ramon Penal Colony to the Western Mindanao State University (WMSU).

It is a portion of Lot No. 3895, Cad. 124, located at Barangay San Ramon, Zamboanga City.

The transfer covers the area immediately adjacent to the northern boundary of the College of Agriculture and the frontage on the eastern boundary towards the seashore.

The existing College of Agriculture land (20 hectares acquired by P.D. No. 1427 on June 10, 1978) is inadequate and deficient for the requirements of an agricultural college.

It shall be used for WMSU’s College of Agriculture and some other colleges that may be transferred to the site, including development of a housing project for all university employees.

The Director of the Bureau of Lands is directed to facilitate the immediate survey and delineation of the 200 hectares.

To survey and delineate the 200 hectares, identify the technical descriptions, and prepare the necessary plans and documents to effectively implement the land transfer.

The order directs a transfer in principle and designates the approximate area boundaries, but it requires further survey, delineation, and preparation of technical descriptions and plans/documents for effective implementation.

It is the decree by virtue of which WMSU’s College of Agriculture acquired the initial 20-hectare area on June 10, 1978.

It describes the adjacent tract of idle land as 938 hectares known as Lot No. 3895, Cad. 124, administered by the San Ramon Penal Colony.

Two hundred (200) hectares are transferred, while the overall adjacent tract is described as 938 hectares.

It supports the purpose of transferring additional land for expansion beyond academic facilities—specifically for a residential campus and housing project for university employees.

It directs that the specified 200-hectare portion is removed from the Penal Colony’s administration and placed under WMSU.

It envisions expanding adjacent to the College of Agriculture and using the eastern frontage toward the seashore, plus development for other colleges and employee housing.
