The Department of Tourism mandates that all tour guide license applicants and inactive guides attend specific refresher seminars or regular training courses to ensure proficiency and compliance with educational and moral standards for licensing.

Q&A (DOT ADMINISTRATIVE ORDER NO. 91-15 SERIES OF 1991)

Licensed tour guides who were unable to get an assignment for at least one year but not over two years must attend Refresher Seminar Course I.

They must enroll in Refresher Seminar Course II, which covers general and practical knowledge, and achieve a pre-determined grade requirement.

They are required to enroll in a Regular Tour Guide Seminar and pass the required examination to qualify for license issuance.

New applicants must enroll in a Regular Tour Guide Seminar, be college graduates (or equivalent for non-Filipinos), be proficient in English and another foreign language, and be of good moral character.

Non-attainment of the required grade results in non-issuance of the tour guide license.

The seminars are conducted by the Department of Tourism or by an association/entity duly authorized by the DOT.

It repealed Administrative Order No. 5, Series of 1989.

It took effect immediately upon issuance on September 2, 1991.

It implies that applicants must have a reputation and personal behavior that comply with ethical and legal standards suitable for professional tour guides.
