The short title is the Philippine Standard Time (PST) Act of 2013.
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) is responsible for providing the PST.
They are required to display the Philippine Standard Time on their official time devices, including bundy clocks, and synchronize these devices at least once a month with PAGASA's official time.
PAGASA shall monitor, maintain, and disseminate the Philippine Standard Time, operate and maintain a timekeeping system, and install and maintain synchronized time devices in field stations and key public places.
The Department of Science and Technology (DOST) is the procurement overseer for such equipment, following the Government Procurement Reform Act (R.A. 9184).
Funds are included in the PAGASA's appropriation under the DOST in the General Appropriations Act, with subsequent funding in the annual budgets for upgrading and maintenance.
The NTC requires all government and private television and radio stations to participate in ensuring the synchronization of timekeeping devices nationwide.
Upon hearing and due process, they may be fined between Thirty thousand pesos (P30,000) and Fifty thousand pesos (P50,000); upon a second offense, their franchises may be revoked and canceled.
The National Time Consciousness Week, to be celebrated every first week of the year.
PAGASA, DOST, NTC, Department of Transportation and Communications (DOTC), Department of the Interior and Local Government (DILG), Department of National Defense (DND), Department of Health (DOH), Department of Education (DepED), and the Commission on Higher Education (CHED).
Fifteen (15) days after its publication in the Official Gazette or in two newspapers of general circulation.
The NTC may issue writs of injunction or other mandatory or restraining processes to stop violations and enforce obedience to the provisions of this Act.
The remaining parts or provisions not affected shall remain in full force and effect according to the separability clause.
All laws, decrees, executive orders, proclamations, rules, regulations, and issuances inconsistent with this Act are repealed or amended accordingly.
