The College shall enjoy academic freedom and institutional autonomy pursuant to paragraph 2, Section 5 of Article XIV of the Constitution of the Republic of the Philippines, allowing it to govern its own academic and administrative affairs without undue external interference.

The Board has general corporate powers pursuant to Batas Pambansa Blg. 68, and specific powers including promulgating policies, fixing fees, appropriating funds, appointing officials, establishing academic programs, authorizing infrastructure projects, and other functions necessary for governance and development of the College.

The Board includes the Chairperson of the CHED (Chairperson), the President of the College (Vice Chairperson), Chairpersons of the Senate and House Committees on Education, Regional Directors of NEDA and DA, Presidents of the faculty association, student council, alumni association, and two prominent citizens from the private sector appointed by the Board.

They shall be chosen from a list of at least five qualified persons distinguished in their profession or field, based in Cebu Province, and shall serve a term of two years from the date of appointment.

The President is the full-time head of the College, appointed by the Board for a four-year term (renewable once), responsible for managing the College's operations, supported by policies from the Board and supervising key officials like Vice Presidents.

The College shall offer undergraduate and graduate studies in science, education, agriculture, fishery, industrial fields, and other courses relevant to its specialization and capabilities, possibly including a laboratory school if it has an Institute of Education.

The invalidity of any part or provision shall not affect the remaining parts or provisions, which shall remain in full force and effect (Separability Clause).
