The primary purpose of the Talisay City State College is to provide advanced education, higher technological and professional instruction and training in science, education, agriculture, fishery, industrial fields, and other relevant areas of study, as well as to undertake research and extension services in food production, nutrition, health, sports development, and provide progressive leadership in its areas of specialization.

The College is granted academic freedom and institutional autonomy pursuant to paragraph 2, Section 5 of Article XIV of the Philippine Constitution, allowing it to govern its academic instruction and internal administrative matters.

The Board includes: (a) Chairperson of CHED; (b) President of the College (Vice Chairperson); (c) Chairperson of the Senate Committee on Education, Arts and Culture; (d) Chairperson of the House Committee on Higher and Technical Education; (e) Regional Director of NEDA; (f) Regional Director of DA; (g) President of the faculty association; (h) President of the student council; (i) President of the alumni association; and (j) Two prominent citizens from the private sector.

The Board can promulgate policies, approve curricula, set fees, receive donations, authorize construction, appoint officials, fix salaries, establish research centers, enter joint ventures, and extend the President's term beyond retirement age if deemed outstanding, among others.

The Board of Trustees appoints the President subject to guidelines and qualifications set by the Board. The appointment is based on a recommendation from a duly constituted search committee.

The President serves a term of four (4) years and is eligible for reappointment for another term. The term can be extended beyond 65 years but not beyond 70 years based on outstanding performance.

It must comply with CHED operational requirements such as having Level III accreditation for certain programs, a qualified faculty-to-student ratio, adequate library and laboratories, community-relevant research outputs, outreach programs, and proper academic policies and systems.

The College shall provide a scholarship program and other affirmative action programs to assist poor but deserving students. It shall also adopt a socialized scheme of tuition and other school fees for greater access.

Importation of such materials by the College upon CHED certification shall be exempt from customs duties under the Tariff and Customs Code of the Philippines.

If vacant due to death, retirement, resignation, removal, or incapacity, the Board shall designate an Officer-in-Charge within six months until a new President is appointed, who shall serve the unexpired term of the predecessor.

The parcel of land, at least 5 hectares, for the College campus, shall be titled in the College’s name. If the College ceases to exist or the land is no longer needed, it shall revert to the local government unit concerned.

The Academic Council reviews and recommends curricular offerings, rules of discipline, admission and graduation requirements, and holds disciplinary power over students, subject to Board approval.

The Board can fix tuition and other fees, including matriculation, graduation, and laboratory fees, and may adopt a socialized scheme for fees. Income generated is retained by the College for academic and related purposes.

No political beliefs, gender, cultural or community affiliation, ethnic origin, or religious affiliation shall be grounds for inquiry or discrimination in faculty appointments.

The Board may authorize an external management audit funded by CHED, and based on audit results, institute academic and structural reforms to improve efficiency, relevance, and competitiveness.
