The main purpose is to strengthen the disciplinary authority of chiefs of offices and subordinate units by implementing corrective measures against PNP personnel who commit light offenses, minor infractions, and breaches of discipline more expeditiously, thereby improving overall discipline without resorting to lengthy summary proceedings.
The Delinquency Report System took effect 15 days after August 6, 2014, specifically on August 21, 2014.
Examples include unauthorized or improper wearing of uniform insignias, improper haircut, dirty shoes or uniform, not wearing hairnets during command activities, no Individual Performance (IP) Card for uniformed and non-uniformed personnel, and prohibited attire for non-uniformed personnel such as sando, micro-mini skirts, or visible tattoos.
These include tardiness in reporting for duty or command activities, smoking while on duty, violation of traffic and parking regulations within the camp, and misconduct during troop formation such as moving in ranks or using cellular phones during formation.
Use of vulgar or insulting language to the public and spitting or littering in public areas.
Penalties include urinating in non-designated places, dozing on post, not showing courtesy or saluting senior officers, loafing, leaving post while on duty for more than five minutes (15 demerits), and being absent in formation or command activities (20 demerits).
Every demerit equals half an hour of various corrective tasks such as conducting demonstrations, undergoing combat training, giving lectures, attending seminars, performing extra office work, revocation of leave privileges, or other appropriate disciplinary sanctions ordered by the Chief of Office.
They will undergo Pre-Charge Evaluation or Summary Hearing Proceedings instead of being sanctioned for the same offense through the DR System.
IP card refers to the Individual Performance Card indicating the name, position/designation, badge or plantilla number, specific duties and responsibilities, and enabling actions related to the personnel.
The disciplinary authority of the Chief of Office and subordinate units is enhanced to impose immediate corrective measures without full-blown hearings for minor offenses.
Refusal to comply is tantamount to insubordination or refusal to follow lawful orders and leads to pre-charge evaluation of the offender.
The Administrative/Personnel Officers, assisted by Chief Clerks or ESPOs, are responsible for the implementation and record-keeping of DRs, while ensuring the discipline responsibility remains with the Chief of Office/Unit.
The penalties are consolidated monthly and implemented during the first week of the succeeding month.
