It applies to NHA-administered or managed projects, specifically those titled in the name of the National Housing Authority (NHA).
Security measures include installation of billboards at main entrances, construction of standard-sized security guard houses, deployment of at least two security guards per project site for 24-hour security, installation of physical barriers at entrances, conducting patrolling and surveillance, and installation of CCTV cameras for monitoring.
Security personnel must be equipped with handheld radios for communication, report unusual occurrences to their commanders, and participate in patrolling and monitoring activities to ensure continuous protection of the premises and residents.
Project offices must submit approved master lists of qualified households two weeks before transfer, ensure unit availability certification, inspect units for completeness, require beneficiaries to sign Inspection and Acceptance Reports, and process relevant legal documents including Deed of Sale, Conditional Contract to Sell, or Lease with Option to Purchase.
The Certificate of Award serves as proof of possession or ownership of the lot/housing unit. It is non-transferable and unauthorized possession does not confer ownership rights.
HOAs are responsible for project maintenance, community building, socio-economic service delivery, representing homeowners in litigation, and regulating access to preserve privacy, security, and safety of the subdivision according to RA No. 9904.
The Office of the Regional Manager must monitor implementation and submit monthly reports to Management. All concerned NHA departments are directed to provide assistance to regional offices for compliance monitoring.
The Circular took effect fifteen (15) days after its publication in a national newspaper of general circulation and fifteen (15) days after registration with the Office of the National Administrative Register (ONAR).
