The short title of Republic Act No. 11086 is the "Charter of the City of Sto. Tomas."
It converts the Municipality of Sto. Tomas in the Province of Batangas into a component city to be known as the City of Sto. Tomas.
The City of Sto. Tomas has continuous corporate succession, can sue and be sued, has and use a corporate seal, can acquire, hold and convey real or personal property, enter into contracts or agreements, and exercise other powers subject to the Local Government Code and laws.
The elective officials are the City Mayor, City Vice Mayor, and the Sangguniang Panlungsod members.
The City Mayor holds office for three years and may serve for not more than three consecutive terms in the same position.
A City Mayor must be a Filipino citizen, at least 21 years old, a resident of the City for at least one year before the election, a registered voter therein, and able to read and write Filipino or any local dialect.
The City Mayor may veto ordinances on grounds of being ultra vires or prejudicial to the public welfare and may veto particular items of appropriation ordinances. The Sangguniang Panlungsod can override a veto with a two-thirds vote.
It consists of the City Vice Mayor as presiding officer, ten regular members, President of the City Chapter of the Liga ng mga Barangay, President of the Panlungsod na Pederasyon ng mga Sangguniang Kabataan, and three sectoral representatives (women, agricultural/industrial workers, and other sectors).
Permanent vacancies are filled by appointment by the provincial governor, with the appointee coming from the same political party as the departing member, or by appointment of a qualified person if the former member had no political party, subject to certain conditions.
The City Treasurer is appointed by the Secretary of the Department of Finance from a list recommended by the City Mayor, must be a Philippine citizen, a resident of the City, a holder of a college degree preferably in commerce, public administration or law, first grade civil service eligible, with at least five years of experience in treasury or accounting service.
