The main objective is to prescribe standards for the implementation of training courses in accordance with the STCW Convention, 1978, as amended.
MTIs refer to institutions conducting maritime training courses which are duly accredited by the Maritime Industry Authority (MARINA).
The Course Package includes the Course Plan, Instructional Materials, and Assessment Tools.
MTIs must ensure that the required competencies are demonstrated by the trainee prior to the issuance of a certificate of training completion, which must follow the format provided in Annex V.
Violations are governed and sanctioned according to the Implementing Rules and Regulations (IRR) for RA 10635 and MARINA Circular No. 2013-05, including any amendments or addenda promulgated by the Administration.
MTIs must comply within six (6) months upon the effectivity of this Circular.
They must meet the qualification standards provided under the rules on the accreditation of instructors, supervisors, and assessors of approved training programs, as prescribed by MARINA-STCW Office.
The assessment system must be covered by the MTI's quality management system and include the prescribed minimum information as stipulated in Annex IV of the Circular.
Training facilities and equipment must comply with those required in the Course Framework (Annex II), and all training equipment must satisfy specified training and assessment outcomes, ensuring safety and security during training. Any simulator used must meet prescribed standards such as physical and behavioral realism and proper instructor controls.
The Circular is adopted pursuant to Presidential Decree 474, Republic Act No. 10635 and its Implementing Rules and Regulations, and the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) Convention, 1978, as amended.
MTIs shall ensure their courses are designed and structured according to written programs, methods, media of delivery, procedures, and course materials necessary to achieve prescribed competencies, following the template in Annex III.
The remaining provisions or parts of the Circular shall remain in full force and effect and continue to be valid and effective as per the separability clause.
