The regulation governs the standard criteria for appointment as airport security screener to enforce standards in the National Civil Aviation Security Program (NCASP) aimed at preventing unlawful interference in civil aviation.

The applicant must be at least 21 years old and not more than 35 years old at the time of application.

Female applicants must be at least 5 feet 2 inches tall, male applicants at least 5 feet 4 inches tall; applicants must also have passed physical, medical, and neuro-psychiatric examinations in a designated government hospital.

The applicant must have completed at least 72 academic college units or attained at least second-year college equivalent accredited by CHED and TESDA.

Being a former government employee earlier removed for cause and having a conviction for a crime involving moral turpitude.

Applicants with pending criminal or administrative cases are disqualified from appointment as OTS airport screeners.

Degree holders get 20 points; 4th year undergraduates 15 points; 3rd year undergraduates 14 points; 2nd year undergraduates 13 points.

Priority is given to orphans of deceased former NACAHT/NCCAS employees, followed by orphans of deceased PNP-ASG personnel, and orphans of deceased OTS personnel, provided they meet qualifications.

Applicants must submit a completed application form, original birth certificate, diplomas, transcripts, NBI clearance authenticated by issuing agency, ID pictures, and other documents OTS may require.

The regulation takes effect immediately after publication in a newspaper of general circulation.
