The main purpose of DOF Order No. 14-94 is to simplify the system of remittance of national collections to the Bureau of Treasury through direct deposits with Authorized Government Depository Banks (AEDBs).

The AEDBs include the Philippine National Bank, Land Bank of the Philippines, Development Bank of the Philippines, Al Amanah Islamic Investment Bank of the Philippines, and Philippine Veterans Bank, including their respective branches, agencies, sub-branches, and extension offices across the country.

National Collections refer to all fees, charges, assessments, and other receipts or revenues collected by government departments, bureaus, offices or agencies in the exercise of their functions, at such rates approved by the Secretary concerned, and deposited with the National Treasury for credit to the General Fund pursuant to relevant legal provisions.

NCOs and LTs in Metro Manila must deposit National Collections directly with the Department of Treasury, Intramuros, Manila, or with the nearest AEDB head office or branch on the same day the funds are received, or the following day if received after banking hours.

They must deposit National Collections with AEDB branches or field offices that have adequate communication linkage to their head offices as identified and listed in the order.

TFEs are deputies of the Treasurer of the Philippines assigned provincially or citywide to examine financial records of NCOs and LTs to ensure the correct and full amount of national revenues collected are deposited properly and timely. They also accredit NCOs and LTs to the appropriate AEDBs.

Each deposit must be evidenced by a consecutively numbered deposit slip indicating the fiscal year and sequence, along with a list of collections detailing agency and fund codes, transaction codes, and collector information. Three copies of these documents must be prepared and distributed appropriately.

The AEDB shall issue a debit voucher against the Savings Account of the Treasurer of the Philippines for the dishonored check and return the check to the concerned NCO or LT, who must return it to the payor for replacement.

AEDBs must notify the Bureau of Treasury Manila not later than two (2) days from the value date for collections deposited within Metro Manila branches and not later than three (3) days for collections deposited at AEDB branches outside Metro Manila.

Failure to comply with the order shall subject the responsible officers and employees to appropriate criminal and/or administrative actions.
