RA No. 11206 is titled the “Secondary School Career Guidance and Counseling Act.” It establishes a Career Guidance and Counseling Program for all secondary schools and provides for appropriations.
The State recognizes the role of the youth in nation building and ensures their total development by promoting relevant education that generates human resources responsive to government, industry, and the economy.
RA 11206 aims: (a) to institutionalize career guidance and counseling in all public and private secondary schools nationwide; (b) to equip students to make educated career decisions and be exposed to relevant labor markets; and (c) to ensure tertiary graduates meet government, industry, and economy requirements.
The CGCP commences at the Grade 7 level and is a prerequisite to Senior High School graduation.
The program is administered by the Department of Education (DepEd).
DepEd must coordinate with the Professional Regulation Commission (PRC), CHED, TESDA, DOLE, DTI, NEDA, and Parent-Teacher Associations (PTAs).
The CGCIM is the instructional module formulated/developed/reviewed by DepEd in coordination with the specified agencies. It serves as the basic instructional material to guide secondary students’ pursuit of tertiary education based on capacity and skills, accessibility of public tertiary institutions, labor market, and government/industry/economy requirements and expectations.
A CGCP Center must be established in all secondary schools. It is headed by the school administrator and assisted by a trained career and employment guidance counselor.
It functions as a resource center for implementation of the CGCP and is primarily responsible for providing guidance and counseling based on the CGCIM.
Notwithstanding provisions in the Enhanced Basic Education Act of 2013 and the Guidance and Counseling Act of 2004, career and employment guidance counselors not registered with the PRC may conduct career advocacy activities to secondary students in the school where they are employed, provided they undergo a training program developed and accredited by DepEd.
The NCAE is an annual examination conducted by DepEd through the National Education Testing and Research Center among students in the appropriate grade level in all public and private secondary schools.
It assesses and evaluates the student’s aptitude, skills, or inclination in a particular occupational field and guides students in choosing their courses or career options.
The DepEd Secretary determines the NCAE content, date, location of examination centers, and the appropriate grade level of examinees.
The DepEd Secretary must review the NCAE content from time to time and make revisions as necessary to maintain relevance, validity, and integrity.
The DepEd Secretary shall immediately include implementation of the Act in the Department’s program, with funding to be included in the annual General Appropriations Act.
The IRR must be promulgated within ninety (90) days from approval of the Act, in consultation with the PRC, CHED, TESDA, DOLE, DTI, and NEDA.
It takes effect fifteen (15) days after publication in the Official Gazette or in a newspaper of general circulation.
The separability clause states that if any provision is held invalid or unconstitutional, the remaining provisions remain in force. The repealing clause states that all laws, decrees, executive orders, rules, and regulations contrary to or inconsistent with RA 11206 are repealed, modified, or amended accordingly.
