Republic Act No. 11466 is known as the "Salary Standardization Law of 2019."
The policy is to provide all government personnel a just and equitable compensation based on the principle of equal pay for work of equal value.
All civilian government personnel in the Executive, Legislative, and Judicial Branches, Constitutional Commissions and other Constitutional Offices, government-owned or -controlled corporations not covered by Republic Act No. 10149, and local government units (LGUs), including regular, contractual or casual, appointive or elective, full-time or part-time employees.
Exclusions include military and uniformed personnel, GOCCs under Republic Act No. 10149 governed by a separate Compensation and Position Classification System, and individuals engaged through job orders, contracts of service consultancy or service contracts without employer-employee relationship.
The three categories are: (a) Sub-professional Category; (b) Professional Category; and (c) Executive Category.
The Total Compensation Framework consists of: (a) Basic Salaries including Step Increments; (b) Standard Allowances and Benefits; (c) Specific-Purpose Allowances and Benefits; and (d) Incentives.
The Salary Schedule for Civilian Personnel is implemented in four tranches starting from January 1, 2020, through January 1, 2023, with specific monthly salary rates for each salary grade and step.
Casual personnel are paid a daily wage rate computed by dividing the corresponding monthly salary rate by twenty-two (22) working days.
The Mid-Year Bonus equivalent to one (1) month basic salary is granted to personnel who have rendered at least four (4) months of satisfactory service and are still in service as of May 15, given not earlier than May 15 of every year.
PRAISE is a system instituted by the Civil Service Commission to recognize exemplary civil servants through monetary and/or non-monetary rewards, categorized under the Incentive component of the Total Compensation Framework.
LGUs may grant the modified salary schedule and incentives subject to compliance with personnel services limitations in their budgets and authorization from the Sanggunian. LGU salaries must correspond to their income classification and conform to set percentages of the national Salary Schedule.
Barangay personnel receive honoraria consistent with Republic Act No. 7160, not exceeding the percentage of the Salary Schedule corresponding to the income classification of the LGU. They may receive a Year-End Bonus and a Cash Gift of P5,000, with minimum Year-End Bonus amounts of P1,000 for Punong Barangay and P600 for other officials.
Their salaries authorized by this law shall take effect only after the expiration of the terms of the present incumbents.
Funding for NGAs comes from appropriations in the General Appropriations Act and other valid appropriations; GOCCs use corporate funds; LGUs use local government funds, all subject to respective budget laws and provisions.
The other provisions not affected shall continue to be in full force and effect due to the Separability Clause.
Yes, provisions of Presidential Decree No. 985, Presidential Decree No. 1597, Republic Act No. 6758, Joint Resolutions No. 1 and No. 4 series of 2009, and Executive Order No. 201 series of 2016 that are not inconsistent with Republic Act No. 11466 remain in full force.
