The change of crop or shift to other agricultural purposes does not exempt the agricultural land from CARP coverage.

The authority is exclusively vested in the Department of Agrarian Reform (DAR) Secretary.

Prohibited acts include unlawful ejectment of tenant-tillers and/or farmworkers, converting agricultural lands to non-agricultural use with intent to evade RA 6657, and changing the nature of lands outside urban centers and city limits after RA 6657's effectivity.

Conversion may be allowed if the majority of the coconut trees in the subject land are senescent and economically unproductive as certified by the Philippine Coconut Authority (PCA).

They must be furnished a copy of the written findings and recommendations of the PCA.

Security of tenure shall not be undermined as a result of the change in crop and cultivation.

They shall be entitled to the rights and benefits provided for by law.

They shall be liable for contempt and other penalties provided by law.

Cases should be reported to the nearest Provincial Agrarian Reform Office covering the area.

It took effect ten (10) days after its publication in two national newspapers of general circulation, specifically effective on November 24, 1989.
