The objective is to effectively implement the Ship Safety Inspection System (SSIS) as adopted in the Implementing Rules and Regulations of Republic Act No. 9295, along with the SSIS Manual, to govern ship safety inspection for Philippine-registered ships.

The SSIS covers all Philippine-registered ships regardless of hull construction operating in Philippine waters, including fishing vessels.

A High Speed Craft is a craft capable of maximum speed in meters per second (m/s) equal to or exceeding 0.1667 times the square root of its displacement at the design waterline (measured in cubic meters).

The required certificates include Passenger Ship Safety Certificate (PSSC), Cargo Ship Safety Certificate (CSSC), Cargo Ship Safety Construction Certificate (CSSCC), Cargo Ship Equipment Certificate (CSSEC), High-Speed Craft Safety Certificate (HSCSC), Exemption Certificate (EC), Minimum Safe Manning Certificate (MSMC), Fishing Vessel Safety Certificate (FVSC), and Certificate of Fitness (CF).

The PSSC is issued for a period not exceeding twelve (12) months, with a possible extension of up to three (3) months as warranted by the Administration.

The CSSC can be valid for up to five (5) years and must be endorsed annually, subject to favorable annual inspection results. Extensions up to three (3) months may be granted.

Violations or non-compliance shall be penalized with fines and penalties under MARINA Memorandum Circular No. 120 or its subsequent amendments.

The replacement of the old CI with the appropriate safety certificates specified under Section IV must be done on or before March 31, 2005.

The fee for the Passenger Ship Safety Certificate is 300 Philippine Pesos. For cargo ship-related certificates such as CSSC, CSSCC, CSSEC, the fees are 1,500 Philippine Pesos each for a 5-year validity, subject to annual endorsement.
