The primary purpose is to regulate the use and installation of commemorative plates/stickers on motor vehicles and establish uniform procedures to secure authority for their use.
The three types are national significance (events involving national observances covered by Presidential Proclamation or directives), historical significance (events certified by the National Historical Institute causing key milestones in Philippine history), and international significance (milestones of international organizations or events hosted by the Philippines certified by the Department of Foreign Affairs).

Penalties include fines of P300 for improper display of regular plates to better display commemorative plates, P500 for expired commemorative plates, and P2,000 for illegal use or use without prior authority. These fines apply to the vehicle owner.
A notice must be sent to the LTO for recording, and the surrendered commemorative plates/stickers shall not be re-issued.
A recording fee of thirty pesos (P30.00) per plate shall be collected by the LTO.
The order took effect fifteen (15) days after receipt by the Office of the National Administrative Register and publication in a newspaper of general circulation.
