It is issued pursuant to Executive Order No. 292 (Administrative Code of 1987), the UN Vienna Convention on Road Traffic of 1968 (Philippines is a signatory), and in accordance with Department Order No. 93-693, series of 1992.
Lane splitting means using or sharing a lane already occupied by one vehicle by another vehicle such as a motorcycle or scooter. It is prohibited.
All motorcycles and scooters used or operated on any highway in the Philippines must be registered with the LTO for the current year, in accordance with R.A. No. 4136, as amended.
Every motorcycle or scooter must display LTO-issued reflective number plates in conspicuous places at all times. The plates must be kept clean and firmly affixed in a way that makes them entirely visible and legible.
It is unlawful to operate a motor vehicle without a valid license (except as specifically provided by law). The license with Restriction Code No. 1 must be carried at all times and must be shown and/or surrendered upon demand by authorized persons under R.A. No. 4136.
On open country roads: 80 km/h. On through streets/boulevards with clear conditions: 40 km/h. On city/municipal streets with light traffic (not designated through streets): 30 km/h. Through crowded streets/approaching intersections/blind corners/school zones/dangerous circumstances: 20 km/h.
Drivers must drive at a careful and prudent speed that is not greater nor less than reasonable and proper, considering traffic, highway width, and other existing conditions, and must not drive at such speed as to endanger life, limb, or property or exceed the ability to stop within the assured clear distance ahead.
Only one (1) back rider is allowed, and the back rider must be provided with a seat and footrest.
Cargo is limited to saddle bags or tugga9 carriers specifically designed and approved by the DTI. Carrying other cargo is not allowed.
The driver/rider must ensure that he/she and the back rider wear standard helmets.

Modifications are allowed only if first approved by the LTO and the DTI.
No operation while under the influence of liquor or narcotic drugs; no use of cellular phone or other gadgets while operating; no lane splitting (one lane per one vehicle only); and motorcycles/scooters shall not be operated on sidewalks.
A fine of P1,500.00 plus an accessory penalty requiring the driver/rider to attend a seminar on traffic safety management conducted by the LTO.
