LRA Circular No. 27 establishes rules and procedures for the verification and approval of subdivision plans, mandating timely fee payments, prioritization of processing, and ensuring compliance with access requirements for residential lots.

The verification and approval of subdivision plans by the Land Registration Authority are mandated by Section 50 of PD 1529, otherwise known as the Property Registration Decree.

If the fees are not paid within two (2) days, the subdivision plan shall be considered not filed and shall be withdrawn, and the assigned subdivision plan number shall be deemed cancelled without prejudice for re-filing.

The order of priority is governed by the date of payment of fees, not the date of filing the subdivision plan.

Subdivision plans are assigned to examiners on the next working day after receipt by the Land Registration Authority.

The Land Projection Section is responsible for plotting the subject lot of the subdivision plan on the Municipal Index Sheet to ascertain if there is any overlap with other decreed or titled properties.

A plan is not forwarded if the subject lot is already plotted on the Municipal Index Sheet with a certification that it does not overlap, or when the cadastral lot adjoins decreed properties whose status is known.

Subdivision plans shall be plotted within two (2) working days upon receipt by the Cartographer of the Land Projection Section.

Subdivision plans must be processed and verified within three (3) working days from receipt either from the receiving clerk or from the Land Projection Section after plotting.

The plan shall be returned to the Geodetic Engineer with a letter to correct or comply within twenty (20) working days. Failure to resubmit within this period will result in the plan being considered withdrawn and the fees forfeited to the LRA.

The right of way must be delineated as a separate lot and clearly indicated on the plan; it cannot be merely shown by dotted lines.

Each examiner must keep a record book showing the subdivision plan number, date received, and date finished, and must sign the entry upon receiving the plan.

Administrative Order No. 172 dated August 31, 1978, prohibits officials and employees from following up on papers and plans at the Authority.

They shall wait in a designated reception or waiting area outside the working areas to avoid disturbing employees and workflow.
