Manuel L. Quezon establishes regulations for firearm possession, requiring individuals and accredited gun clubs to secure licenses through cash or bond deposits, while outlining penalties for lost firearms and reporting obligations.

Q&A (EXECUTIVE ORDER NO. 325)

It revises Executive Order No. 290 and promulgates rules and regulations governing the giving of security for every firearm held under the provisions of Section 888 of the Revised Administrative Code.

They must deposit a United States or Philippine Government bond or make a cash deposit of forty pesos for each firearm or give a personal or property bond signed by two persons or by a surety company payable to the Government of the Philippines in the sum of one hundred pesos for each firearm.

United States or Philippine Government bonds, cash deposits with the Postal Savings Bank, or personal/property bonds signed by two persons or by a surety company.

The amount of forty pesos or one hundred pesos bond, as applicable, shall be forfeited or collected for each firearm lost. If the bond is insufficient, the club or individual must pay the full amount corresponding to the number of lost firearms.

They must be duly organized and accredited by the Chief of Constabulary, deposit security according to a graduated schedule, may possess not more than twenty firearms for club use, and comply with reporting and member-listing requirements.

It ranges from 250 to 5,000 pesos in cash and 625 to 12,500 pesos in surety bond depending on the number of firearms licensed, with additional charges for firearms exceeding 1,000.

They must report the loss in writing to the Chief of Constabulary within five days. Failure to report without justifiable reason disqualifies the club or member from possessing new or additional firearms.

They must furnish a list of members with license numbers and firearm descriptions within 60 days, and thereafter report monthly changes in membership.
