The policy is to sustainably manage the country’s forest resources and rationalize the development of wood-based industries to continuously provide the wood supply needed for economic growth.
They are: (1) ensure uninterrupted supply of affordable finished wood materials for the domestic market; (2) allow importation as a stop-gap until local supply can meet needs, augmenting indigenous sources and utilizing existing processing plant capacities; and (3) help wood-based and downstream export industries generate employment and foreign exchange.
Holders of TLA, IFMA, WPP, or DENR-issued CR as wood furniture manufacturer, agent, contractor, or dealer of logs/poles and piles/lumber may import, subject to required registration and stamping/authority requirements stated in Section 3.
They must first have their current local Log, commercial Poles and Piles and/or Lumber Dealer’s permit recorded or registered with the PWPA and then (or subsequently) stamped by the concerned RED as a valid Authority to Import.
They must first secure the registration requirements specified under Section 8 of the DAO (i.e., obtain a Certificate of Registration to Import wood materials).
Poro Point (San Fernando, La Union), Sta-Ana (Cagayan), Mariveles (Bataan), Legaspi City, South Harbor (Manila), and Batangas City.
Visayas: Iloilo City, Cebu City, Bacolod City. Mindanao: Cagayan City, Butuan City, Davao City, Zamboanga City, Parang (Maguindanao), and General Santos City.
Entry and discharge follow the requirements and procedures of the Bureau of Customs (BOC) and BPI-Plant Quarantine Office (BPI-PQO). The Customs District Collector (or authorized agents) must require a copy of the Authority to Import (stamped permit) or a DENR Certificate of Registration under Section 8.
The Authority to Import or Certificate of Registration granted by DENR, together with the clearance of the imported commodities issued by BOC.
Photostatic copies of: (1) Authority to Import or Certificate of Registration; (2) Phytosanitary Certificate (including kind of quarantine treatment requested/applied, if any); (3) Bill of lading; and (4) Summary of the Packing List.
One week after the end of each month, the CENRO concerned through its RENRO must submit a monthly importation report to the Director of the Forest Management Bureau (FMB) and furnish PWPA a copy.
Within the defined areas allowed (or within the region itself): transport must be accompanied only by sales invoice and/or delivery receipts. Outside the defined area/region: transport must additionally include photocopies of the Phytosanitary Certificate, inspection report of the Quarantine Officer, Bill of lading, and Summary of Packing List authenticated by CENRO (or authorized representative).
They must submit: (1) authenticated proof of registration as single proprietorship/partnership/corporation (DTI and/or SEC); (2) authenticated copy of a written agreement with the local principal authorizing procurement/sale/supply for at least one year; (3) authenticated copy of sale/supply contract with foreign exporter for at least one year duly authenticated by the commercial attache/embassy in the country of origin; and (4) a certificate from PWPA that the intended type/kind and volume are within the importation rationalization program’s allowable capacity measure.
Application Fee: PHP 500.00; Registration Fee: PHP 400.00; Cash Bond: PHP 10,000.00 (if surety bond is used, the cash bond must be increased by at least 25%).
It is valid for a period not exceeding one (1) year, subject to renewal for a similar period upon application and proper compliance with existing DENR rules and regulations.
They must: (1) display the certificate in the premises exposed to public view; (2) submit a monthly report to DENR not later than the 5th day of the succeeding month including balances, purchases, total handled, processed/sold volume, and ending balance; (3) obtain required written authority to import before disposing through sales; (4) allow DENR inspection of premises and examination of withdrawal/disposition records; and (5) provide other related information as required by the Secretary or authorized representative.
In addition to penalties under existing laws/rules, the offender may face immediate suspension and/or cancellation of permits/certificate, confiscation of imported wood materials and/or finished wood products derived therefrom, and forfeiture of the required bond.
