The main purpose is to avoid corruption and improve traffic flow in Metro Manila by apprehending traffic violators through the use of digital cameras, thereby eliminating physical contact.

The policy covers all motorists/drivers of Private and Public Utility Vehicles, at random, within Metro Manila.

The violator has the right to file a protest before the Traffic Adjudication Board (TAB) within seven (7) days of receipt of the summons. Failure to file a protest within this period is considered a waiver of that right and an admission of the violation.

Payment of fines or penalties must be made within seven (7) days upon receipt of the summons/first notice if no protest is filed.

Fines should be paid at any branch of METROBANK unless a protest is filed before the MMDA Traffic Adjudication Board. If a protest is filed, the fines shall be paid at the Central Office Collection Division of the MMDA.

Summons/notices are sent through registered mail via the Makati Central Post Office, charged to the MMDA's postal account. Copies are also sent daily to the Land Transportation Office (LTO) and the Land Transportation Franchising and Regulatory Board (LTFRB). Mailing costs are borne by violators.

The violator is deemed to have received the summons and must comply with payment or protest procedures as required by the policy.

The invalidity of any provision will not affect the validity of the other provisions (Separability Clause).

It repeals, amends, or modifies Memorandum Circular No. 5, s. 2003, Memorandum Circular No. 10 dated October 3, 2003, and all other circulars or related issuances inconsistent with this Memorandum Circular.

It took effect fifteen (15) days after its publication in two newspapers of general circulation.
