Revised guidelines for inbred rice seed certification establish stringent field inspection, sampling, and testing standards to enhance the quality of rice seeds, ensuring compliance with the Seed Industry Development Act.

Questions (DA ADMINISTRATIVE ORDER NO. 16, S. 2010)

It is issued pursuant to the Implementing Rules and Regulations of RA 7308 (Seed Industry Development Act of 1992), specifically Chapter III, Article II, Section 3, and upon approval of the National Seed Industry Council.

Inbred rice seed certification for both upland and lowland inbred rice planted under irrigated areas.

It must have soil suitable for rice seed production, with sufficient irrigation and an efficient drainage system.

No less than one (1) week prior to crop establishment.

Only varieties approved by the Philippine Seed Board / National Seed Industry Council.

A preliminary field inspection 15 to 20 days after planting, and a final field inspection after the crop is fully headed.

To assess the presence of off-types, weeds, diseased plants, and other contaminants based on earlier inspection results.

Samples should be spread out at random across the field, not confined to one portion.

Each sample is a strip of 25 square meters (1m x 25m) aligned with the direction of planting; a minimum of four strips (representing at least 100 sq. m. in a given 1-hectare field) must be examined.

The inspector should have a walking stick one (1) meter long and be trained to pace out the 25 meters accurately to maintain the 1-meter width of each 25-meter-long strip.

The inspector records the number of off-types, other varieties, and weeds in every strip, then determines whether the minimum field certification standard permitted per 100 sq. m. is met.

The field should be recommended for rejection, unless the seed inspector believes the field will stand up before maturity.

Seed fields damaged by insect pests and diseases by more than 50% are not eligible for certification.

Breeder: 0.02 ha; Foundation: 0.2 ha; Registered: 0.5 ha.

For Breeder and Foundation: 0; for Registered and Certified, it is allowed up to the values stated (Registered: 5; Certified: 10).

Echinochloa crusgali (Barnyard grass), Cyperus iria (Bayakibok), and Monocharia vaginalis (paying-payungan, Gabing uak).

Seed sampling must be submitted to NSQCS not later than 3 months after harvest; samples submitted beyond 3 months are no longer eligible. Seed testing must be analyzed within 72 hours after receipt, with results released within 15 working days of testing.

White for Breeder, Red for Foundation, Green for Registered, and Blue for Certified.
