The purpose is to provide additional guidelines and procedures in the availment and deployment of Protective Security Personnel (PSP) from the Philippine National Police and Protection Agents (PA) from accredited Private Detective Agencies.
Indigent protectees are persons applying for protective security whose family income does not exceed P14,000.00 for those residing in Metro Manila; P13,000.00 for those residing in other cities; and P12,000.00 for those residing in all other places.
PSP refers to members of the Philippine National Police providing protective security to individuals authorized to receive such protection.
Protection Agents are SOSIA-licensed Private Security Personnel qualified and selected to perform or provide personal security protection to private persons or individuals entitled to protection.
The Police Security and Protection Group (PSPG) is the main implementing agency mandated by law to provide security to government officials, foreign dignitaries, private individuals authorized to be protected, and key government installations.
The Vice President (9 PSPs), Senate President (6 PSPs), Speaker of the House (6 PSPs), Chief Justice of the Supreme Court (6 PSPs), Secretary of National Defense (4 PSPs), and Secretary of the Interior and Local Government (4 PSPs) are entitled without written request.
Applicants must personally submit a letter request addressed to the Chief, PNP thru the Director, PSPG; accomplish three notarized copies of the application form; provide a police report or proof related to the threat; and show a special bank receipt of payment of the appropriate fee.
Yes. They must submit written requests and applications to their respective PNP Regional Directors through their ROPDs who will endorse the request for approval by the Chief, PNP through the Director of PSPG.
The applicant must be under actual threats of death or physical harm; the threat must be evaluated and assessed as imminent or highly probable; security detail can be terminated anytime when PNP demands or rules are violated; and generally, only a maximum of two PSPs and four PAs are allowed.
Private individuals must pay a total of PHP 5,000.00, consisting of PHP 1,000.00 processing fee and PHP 4,000.00 threat assessment fee. Public officials enumerated in the Circular are exempt from these fees.
PNP personnel found violating the Circular shall be administratively liable under existing NAPOLCOM and PNP regulations; Protective Agents violating the Circular shall be liable under RA 5487 and its rules; Protectees violating provisions or submitting false documents may face immediate termination or revocation of their protective security detail.
