DENR Administrative Order No. 36 revises the implementation of the Toxic Substances and Hazardous and Nuclear Wastes Control Act, establishing a Procedural Manual to enhance hazardous waste management and streamline compliance for generators, transporters, and treaters.

The main purpose is to revise and further strengthen the implementation of Republic Act No. 6969, also known as the Toxic Substances and Hazardous and Nuclear Wastes Control Act of 1990, specifically focusing on hazardous waste management procedures.

The policy is to regulate, restrict, or prohibit the importation, manufacture, processing, sale, distribution, use, and disposal of chemical substances and mixtures that present unreasonable risk or injury to health or the environment, and to prohibit the entry including transit of hazardous and nuclear wastes into Philippine territory.

1) To ensure that important aspects of Title III of DAO 92-29 relating to hazardous waste management are developed and presented for stakeholders, and 2) to streamline procedures for compliance with legal and technical requirements for hazardous waste management.

It revises pertinent provisions of Title III on Hazardous and Nuclear Wastes including classification, generators, transporters, transport records, storage and labeling, treatment and disposal premises, import and export, prescribed fees, and violations and fines.
