The NTC Memorandum Circular establishes guidelines for conducting Restricted Land Mobile Radiotelephone Operator seminars and the issuance of corresponding certificates in the National Capital Region, detailing application requirements, fees, and seminar logistics.

It provides additional guidelines for the conduct of Restricted Land Mobile (RLM) Radiotelephone Operators Seminar and the issuance of the corresponding RLM Certificate within the National Capital Region.

To the NTC-NCR Regional Office.

a) Construction permit, radio station license, or any authorization from the Commission showing the assigned frequency for land mobile service; b) List of qualified applicants who are regular employees or members of the agency/company/organization; c) Application for RLM Radio Operator's Certificate with 4 copies of 2" x 2" ID pictures and 2 copies of handwritten and notarized information sheet.

Filing fee of P10.00, application fee of P20.00, and issuance of certificate fee of P20.00 per year.

A pool of lecturers from the Central Office and the NTC-NCR Regional Office.

At the Central Office or NCR Regional Office every Wednesday and Friday afternoon.

On non-working days only, and for requests with 25 or more participants.

On a first come, first serve basis.

It takes effect immediately and supersedes or amends any inconsistent circular, order, or instruction or part thereof.
