The State policy is to create, develop, maintain and improve conditions under which man can be most productive and to ensure an environmental quality that enhances dignity and well-being.
All individuals, partnerships, or corporations engaged in the exploration, development, and exploitation of natural resources or in the construction of infrastructure projects.
Activities including mining, quarrying, construction of dams, irrigational systems, roads and bridges, and other infrastructure projects as well as similar or related operations.
They are required to restore, rehabilitate, and return the lands, rivers, and natural environment affected by their operations to their original conditions as much as possible.

They are repealed or modified accordingly to the extent of the conflict or inconsistency.
It took effect immediately upon its signing on September 19, 1977.
