The facade, outside appearance including height, architectural detailing, lobbies, stairs, courtyards, principal rooms, sidewalks, surrounding streets, and open spaces are all to be restored to their original design during the Spanish regime.

The restoration work shall be conducted under the supervision and guidance of the Intramuros Restoration Committee created under LOI No. 733.

The second floor is to house the National Archives and the ground floor to house the Bureau of the Treasury.

The Minister of the Budget is responsible for releasing funds necessary for restoration work, payment of rentals, acquisition of furniture and equipment.

The Commission on Elections is to be relocated to temporary quarters, and construction of a permanent building for Comelec at the National Government Center in Quezon City is to begin with funds released for this purpose.

The Intramuros Restoration Committee shall supervise and guide restoration work and approve the restoration plans. It shall also submit recommendations on the utilization and restoration of the Comelec buildings on Oral, Luna, and Postigo Streets.
