The Energy Regulatory Commission (ERC) has approved the Grid Management Committee's (GMC) Rules and Procedures for Significant Incident Reporting to enhance monitoring and response to critical incidents in the electric power system, ensuring national security and regulatory compliance.

Section 43(b) of Republic Act No. 9136 mandates the ERC to promulgate and enforce a National Grid Code and a Distribution Code to regulate the electric power industry in the Philippines.

The SIR is designed to promptly inform key government offices and electric power industry participants of significant incidents occurring in the Philippine Electric Power System for national security and to provide timely information for regulatory and emergency response purposes.

The National Grid Corporation of the Philippines (NGCP) System Operations is mandated to submit reports on electric power system incidents or disturbances to the Grid Management Committee.

Triggering events include uncontrolled loss of 150 MW or 5% of system demand for more than 15 minutes, load shedding of 100 MW or 5% of system demand, system-wide voltage fluctuations of 5% or more, physical or cyber attacks impacting the system, complete operational failure, weather disturbances impacting reliability, and contingency reserve deficiencies.

The initial report (Schedule I) must be submitted within 60 minutes of the system disruption, and the final report (Schedule II) containing full details must be submitted within 2 weeks from the time of the system disruption.

Failure to respond with timely Significant Incident Reports may result in penalties pursuant to Section 2.5.2 of the Philippine Grid Code.

The GMC validates the incident reports, prepares recommendations for the ERC, and monitors grid enforcement and incident investigations to improve the Philippine power grid.

Sections 6.7.2.1 to 6.7.2.4 of the Philippine Grid Code Amendment No. 1 specify the procedures for issuance, investigation, and submission of reports concerning Significant Incidents.

Recipients include the DOE Secretary, DOE Undersecretary for Electric Power, GMC Executive Director, TransCo and NGCP Presidents, NGCP technical officers, PEMC VP Market Operations, ERC various service offices, NGCP Head for O&M, and affected Grid Users.

The Final Report must include an Event Summary, Findings/Analysis, Corrective Measures implemented, Preventive Measures if applicable, and Long Term Recommendations.
