Questions (PROCLAMATION NO. 601)

Proclamation No. 601 amends Proclamation No. 423 by segregating and reserving certain portions of the Fort Andres Bonifacio (formerly Fort William McKinley) Military Reservation in Barangay Lower Bicutan, Taguig for housing site purposes for DPWH employees, to be disposed of under RA 7279.

The text references Republic Act No. 7279, the Urban Development and Housing Act, which generally governs housing and urban development, including mechanisms for housing site disposition.

The reservation is intended for employees of the Department of Public Works and Highways (DPWH).

The reserved area is stated to be under the administration of the National Housing Authority (NHA).

It states that the disposition/segregation is subject to private rights, if there be any.

The reservation is subject to final survey, meaning the exact boundaries/coverage will be confirmed through final surveying.

It authorizes the Secretary of Environment and Natural Resources to issue a Special Patent covering the area reserved for housing purposes in favor of the National Housing Authority.

The NHA shall reimburse the national government the value of the land after the final payment of the reserved areas by the qualified beneficiaries.

Portions of the area reserved that are being used or earmarked for public or quasi-public purposes shall be excluded from such disposition.

It requires the creation of an Inter-Agency Committee (LIAC) pursuant to Memorandum Order No. 74, series of 2002 and other related issuances, to implement post-proclamation activities.

The proclamation describes Parcel/area reserved as (1) LOT 1 (portion of Lot 8057 Mcadm 590-D, Taguig Cadastral Mapping) and (2) LOT 2-A (being a portion of Lot 8057, Mcadm-590-D, Taguig Cadastral Mapping).

LOT 1 has an area of THIRTY THREE THOUSAND FIVE HUNDRED FORTY SIX (33,546.00) square meters, more or less; LOT 2-A has an area of NINE THOUSAND SIX HUNDRED THIRTY SIX (9,636.00) square meters, more or less.

It amends Proclamation 423 dated July 12, 1957, which established the Fort Andres Bonifacio military reservation by segregating certain portions and reserving them for housing site purposes for DPWH employees under RA 7279.

Proclamation No. 601 was signed by President Gloria Macapagal-Arroyo. The Executive Secretary signature shown is Alberto Rómulo.
