The main purpose of Executive Order No. 908 is to direct the reorganization of the Philippine Convention and Visitors Corporation (PCVC) into the Philippine Tourism Promotions Board (PTPB) and to provide incentives for employees affected by the reorganization.

The PCVC was reorganized into the PTPB pursuant to Republic Act No. 9593, otherwise known as the Tourism Act of 2009.

The objective is to review and improve the operations of the PTPB to enable it to become more purposive in pursuing expanded services and functions.

The PTPB must establish the most appropriate staffing pattern and qualification standards for all positions under the new structure. The revised organization structure and staffing pattern must be approved by the PTPB Board of Directors and the Department of Budget and Management (DBM).

The DBM is responsible for reviewing and issuing the final organization structure and staffing pattern (OSSP) within ten days from the signing of the Executive Order.

The compensation plan shall be comparable with the prevailing compensation plans in the private sector to the extent practicable within the law, consistent with Section 105 of Republic Act 9593.

Personnel movements must be implemented within the provisions of Republic Act No. 6656, which protects the security of tenure of civil service officers and employees in government reorganization, and its implementing guidelines such as Memorandum Circular No. 13 of the Civil Service Commission.

They are entitled to separation benefits provided under existing civil service laws or other laws or issuances, whichever is more beneficial, in addition to all gratuities and benefits due under the law.

The PTPB, subject to Board approval, may implement an incentive and assistance package for those who opt to voluntarily leave or retire or who may be adversely affected by the reorganization, including those whose positions may be declared redundant.

If any provision is declared unconstitutional, the remainder of the Executive Order that is not affected shall continue to remain in effect.
