The NSC is composed of the President, the Vice-President and Minister of Foreign Affairs, the Executive Secretary, the Minister of Labor and Employment, the Minister of Local Government, the National Security Director, the Chief of Staff of the New Armed Forces of the Philippines, and other designated government officials or private citizens.
The Executive Committee reviews national security and defense problems, formulates positions and/or solutions for the NSC's consideration, determines the NSC's agenda and order of business, ensures communication of decisions to involved agencies, and advises the President on implementing those decisions.
The President of the Philippines presides over the meetings of the NSC and the Executive Committee, or the Council may designate someone to preside in his/her stead.
The National Security Director supervises and controls the permanent Secretariat, attends Cabinet meetings with privileges, advises the President on national security matters, and sees to the implementation of decisions and policies adopted by the President or NSC.
The National Security Director, with the Minister of Budget and Management, may organize the Secretariat, prepare its plans, budget, staff, and personnel, and promulgate rules and regulations to govern both the Council and the Secretariat's operations, subject to the President's approval.
The NSC is the lead government agency coordinating the formulation of policies related to or affecting national security, integrating domestic, foreign, military, political, economic, social, and educational policies.
The National Intelligence Coordinating Agency (NICA) supports and assists the NSC.
All provisions of PD 1498 on the National Security Council of the New Society and other inconsistent laws, decrees, executive orders, letters of instructions, and similar edicts are repealed.
The Executive Order took effect immediately upon its signing on December 24, 1986.
