Q&A (NTC MEMORANDUM CIRCULAR NO. 9-5-99)

The purpose of NTC Memorandum Circular No. 9-5-99 is to streamline the licensing procedure for the renewal of radio station licenses by public telecommunications entities.

Any Public Telecommunications Entity (PTE) applying for renewal must submit a list of the radio station licenses to be renewed.

The list must include the RSL control number, location of the radio station, call sign, assigned radio frequencies, and the bandwidth used and authorized.

The list must be signed under oath by the official representative of the PTE.

Three (3) copies of the list must be submitted.

The processing clerk assesses the fees to be paid and prepares the order of payment.

The cashier stamps the list of radio station licenses with the amount paid and the date of payment and signs it.

The applicant submits the stamped list to the CCAD processing clerk, who forwards it to the Chief of DICSD or designated personnel for signature on all pages.

The original copy is released to the applicant, one copy is forwarded to the Records Section for verification, and the other is retained by DICSD.

The Records Section verifies the entries in the list to confirm if all radio stations have valid licenses.

The Records Section prepares a report to the Legal Department identifying the non-compliant stations, and the Legal Department initiates legal action against the PTE.

Yes, this memorandum circular supersedes, amends, or modifies any inconsistent previous orders, memoranda, or circulars.
