RA 11814 renames the Municipality of San Isidro, Province of Davao del Norte as the Municipality of Sawata.
Barangay Sawata, as referred to in RA 9265, is renamed as Barangay Poblacion.
RA 11814 amends Republic Act No. 9265, which created the Municipality of San Isidro in Davao del Norte; RA 11814 specifically updates the names of the municipality and barangay.
The renaming is effective upon ratification by the majority of the votes cast by qualified voters in separate plebiscites.
Two separate plebiscites: (1) the present Municipality of San Isidro, and (2) the present Barangay Sawata within the Municipality of San Isidro.
The Commission on Elections (COMELEC) conducts and supervises the plebiscites.
They will be held in the present Municipality of San Isidro, Davao del Norte for the municipal rename, and in the present Barangay Sawata (within San Isidro) for the barangay rename.
The Municipality of San Isidro, Province of Davao del Norte bears the expenses for both plebiscites.

Fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.

Because RA 11814 requires ratification in separate plebiscites, failure in either plebiscite would prevent that specific rename from becoming effective.
COMELEC must ensure proper conduct and supervision of the plebiscites, and thus compliance with the statutory ratification requirement.
