Gloria Macapagal-Arroyo's Executive Order No. 456 renames the Department of Land Reform back to the Department of Agrarian Reform, reaffirming its commitment to the redistribution of land and support services for landless farmers and farm workers.

Agrarian reform is the redistribution of lands, regardless of crops or fruits produced, to farmers and regular farm workers who are landless, irrespective of tenurial arrangement, including all factors and support services designed to lift the economic status of beneficiaries, and alternative arrangements such as production sharing, profit sharing, labor administration, and distribution of shares of stocks.

It includes the totality of all factors and support services designed to improve the economic status of agrarian reform beneficiaries.

The President of the Philippines, by virtue of the powers vested by law.

It took effect immediately upon signing on August 23, 2005.

They are repealed or modified accordingly to conform with EO No. 456.
