Q&A (EXECUTIVE ORDER NO. 120)

The Boxing and Wrestling Commission is created by Executive Order No. 120 to supervise and regulate boxing and wrestling contests or exhibitions.

The President of the Philippines appoints the members of the Boxing and Wrestling Commission, including a Commissioner who acts as chairman. Members serve terms and compensation as determined by the President and are removable at his pleasure.

A professional boxer or professional wrestler is one who competes for a money prize or purse or teaches or pursues or assists in the practice of boxing or wrestling as a means of obtaining a livelihood or pecuniary gain.

No, it is unlawful to stage boxing or wrestling contests or exhibitions for a purse without a permit from the Commission, and such permits may be suspended or revoked for just cause.

Persons directly or indirectly involved in the contest, such as judges, referees, physicians, matchmakers, professional boxers and wrestlers, their managers, trainers, seconds, timekeepers, and announcers must secure a license yearly from the Commission.

No contestant under the age of eighteen years is permitted to participate in any professional boxing or wrestling contest or exhibition.

Boxing or wrestling contests or exhibitions are allowed not more than twice a week, from 2:00 o'clock in the afternoon until not later than 12:00 o'clock midnight.

A licensed physician, with not less than three years of medical practice, must be present at every contest to observe the physical condition of the contestants and certify their fitness to compete.

Promoters or entities conducting such fake contests will have their licenses revoked and be disqualified from obtaining future licenses. Contestants participating in such events face a one-year suspension for the first offense and total disqualification for a second offense.

Promoters must furnish a surety bond equivalent to 25% of the estimated receipts from full seating capacity to guarantee ticket holders in case of failure to hold the main event, and an additional bond of the same amount to guarantee payment to boxers, wrestlers, and officials.

Persons under sixteen years old shall not be admitted unless accompanied by their parents or guardians.

Promoters or entities conducting contests are responsible for maintaining peace and order within the premises and ensuring compliance with the rules and regulations prescribed by the Commission.

No, amateur boxing or wrestling exhibitions conducted by recognized schools or amateur athletic societies without purses are exempt from regulation under this Executive Order.

All sums paid to the government as license fees or taxes are forfeited upon cancellation or revocation of such permits or licenses due to violation of provisions of the Order.
