The main purpose of Executive Order No. 01 is to reorganize and reengineer the Office of the President towards greater responsiveness in attaining national development goals through efficient, collaborative, and effective resource management and program implementation.
The Cabinet Secretary is given supervision over these agencies.
These agencies shall evaluate existing poverty reduction programs, formulate responsive programs if necessary, channel resources to reduce poverty, promote social education, conduct consultations with Local Government Units (LGUs), and recommend actions for sustainable and resilient development.
The Office of the Special Assistant to the President, the Office of the Appointments Secretary, and the Presidential Management Staff (PMS) are consolidated under OSAP.
The Office of the President - Events Management Cluster (OP-EMC) is created to manage Presidential engagements effectively.
The OP-EMC is composed of the Presidential Management Staff (PMS), Presidential Security Group (PSG), Office of the Chief Presidential Protocol, Media Accreditation and Relations Office (MARO), and Radio-Television Malacanang (RTVM).
The OSAP is headed by an appointee with the position of Presidential Assistant II with the rank of Secretary.
The PMS supports the Executive Secretary by providing policy inputs to the President on government affairs and supports the Cabinet Secretary in providing substantive and logistical support to the Cabinet and monitoring the execution of Cabinet directives.
The authority comes from Section VII of the 1987 Philippine Constitution, Presidential Decree (PD) No. 1416 as amended by PD 1722, and Section 31 Chapter 10, Title III, Book III of Executive Order No. 292 (Administrative Code of 1987).
This Executive Order takes effect immediately upon its publication in one newspaper of general circulation.
