To reconstitute the Albay Engineering District Offices into three (3) separate regular district engineering offices and appropriate funds for their operationalization.
Under the supervision of the Department of Public Works and Highways (DPWH).
Three (3) district engineering offices.
1) Albay First District Engineering Office; 2) Albay Second District Engineering Office; and 3) Albay Third District Engineering Office.
Located in Tabaco City; it comprises the City of Tabaco and the municipalities of Tiwi, Malinao, Malilipot, Bacacay, and Sto. Domingo.
Located in Legaspi City; it comprises the City of Legaspi and the municipalities of Rapu-Rapu, Manito, Camalig, and Daraga.
Located in Polangui; it comprises the City of Ligao and the municipalities of Guinobatan, Jovellar, Pio Duran, Oas, Polangui, and Libon.
The Secretary of DPWH must include the operationalization of the three offices in the Department’s program, with funding included in the annual General Appropriations Act.
Sections 1 and 2 of RA 9220 are modified or amended accordingly by RA 9693.
The existing district engineering office located in Legaspi City is re-designated/known as the Albay Second District Engineering Office.

Juan Ponce Enrile (President of the Senate) and Prospero C. Nograles (Speaker of the House of Representatives).
The City of Legazpi belongs to the Albay Second District Engineering Office.
The City of Ligao.
It indicates the offices are established as standard, continuing district engineering units under DPWH rather than temporary or ad hoc offices, and thus should be operationalized and funded through the regular appropriations process.
