RA 9716 reapportions Camarines Sur’s legislative districts by reappointing the composition of the First and Second districts and consolidating specified municipalities to create an additional (new) legislative district effective for the next national elections after the law takes effect.
It is stated to commence in the next national elections after the effectivity of the Act.
Libmanan, Minalabac, Pamplona, Pasacao, and San Fernando.
Gainza and Milaor.
The remaining municipalities in the current First District continue as the First District: Del Gallego, Ragay, Lupi, Sipicot, and Cabusao.
It consists of the municipalities enumerated in Section 2: Libmanan, Minalabac, Pamplona, Pasacao, San Fernando, Gainza, and Milaor.
The current Second District is renamed as the Third District, with composition consisting of Naga City and the municipalities of Pili, Ocampo, Camaligan, Canaman, Magarao, Bombon, and Calabanga.
It is renamed as the Fourth Legislative District, and its composition remains unchanged: Caramoan, Garchitorena, Goa, Lagonoy, Presentacion, Sangay, San Jose, Tigaon, Tinambac, and Siruma.
It is renamed as the Fifth Legislative District, and its composition remains unchanged: Iriga City and the municipalities of Baao, Balatan, Bato, Buhi, Bula, and Nabua.
COMELEC shall issue the necessary rules and regulations to implement the Act.
The Act takes effect fifteen (15) days after its publication in at least two (2) newspapers of general circulation.
All laws, rules, and regulations inconsistent with RA 9716 are repealed, amended, or modified accordingly.
It indicates that the composition of those districts is maintained as a base, then modified through consolidation of certain municipalities to create a new district for the next national elections, rather than completely discarding the prior district layouts.
